As federal lawmakers prepare to debate legislation greatly reducing the use of restraints – and eliminating the use of seclusion – in public schools, a recent hearing of the U.S. House of Representatives Subcommittee on Early Childhood, Elementary, and Secondary Education focused on the use of restraint and seclusion and featured testimony from UConn expert George Sugai.
